Bulletin
Notices posted on the wall of the arrivals hall, newest at the top. When a change reaches what you get, the notice goes up the same day.

Windows open
The first sixteen arrivals have been processed and each sits at her own window with a form and a portrait. The intake forms are on public display, and each woman will file a few lines about you as you talk.
Registration is free. A new clerk gets 3 days with every window open; once those are gone, the free counter lets 10 messages through each day and Plus drops the ceiling.
No film, no voice. The bulletin will say so before anything changes.
